JOSE's Bio

Jose Medrano, a Principal at Arete Public Affairs, brings over 20 years of experience in public service, specializing in county, city, municipal, infrastructure, engineering, and technical industry-based policy. With a deep understanding of government affairs, public policy, and strategic relationships, Jose’s expertise lies in navigating complex governmental systems and delivering actionable solutions for clients across both the public and private sectors. He was ranked 14th in Capitol Inside’s "Rising Stars" lobbyist rankings, a recognition of his influence and impact in Texas public affairs.  

Prior to joining Arete Public Affairs, Jose served as the Director of External Affairs for the Office of The Honorable Adrian Garcia, County Commissioner for Harris County Precinct 2. In this capacity, he played a key role in managing relationships with elected officials, government departments, and school districts within Precinct 2, which covers nearly 560 square miles of east Harris County. The precinct includes major infrastructure and key landmarks such as NASA, the Ship Channel, the San Jacinto Battleground, the Washburn Tunnel, and the Lynchburg Ferry. He helped shape policy decisions, fostered collaborations, and advocated for the interests of the community while ensuring alignment with broader regional goals. 

Before his tenure as the Director of External Affairs, Jose was the Director of Budget, Purchasing, and IT for Harris County Precinct 2, where he oversaw significant operational functions and helped streamline processes for the county's financial and technological operations.

Jose also has significant legislative experience, having served as a Legislative Aide for State Representatives Jessica Farrar (District 148) and Garnet Coleman (District 147). His work in these roles involved drafting policy, engaging with constituents, and advocating for the interests of the districts. Earlier in his career, he served as an intern for the Texas Attorney General’s Office in the Child Support Division, gaining valuable insight into public service and legal frameworks. 

Beyond his professional accomplishments, Jose is actively engaged in his community. He has served on several boards, including the Gulf Coast Rail District, where he contributed to transportation policy initiatives, and Precinct2gether, Inc., where he held the role of Treasurer, appointed by Harris County Commissioner Adrian Garcia. He has also served as a Board Member for the Houston Association of Realtors Government Affairs Group, focusing on real estate and land development policies that impact the region. 

Jose holds a Bachelor of Science Degree in Business Administration with a focus on Marketing from the University of Houston. He is passionate about serving his community and continues to be involved in various civic and professional organizations.
