Darrin's Bio

Darrin Hall, a Principal at Arete Public Affairs, has over three decades of experience as a political and governmental affairs professional at the local, state and federal levels.

Prior to joining Arete Public Affairs, Darrin spent much of his career in government, higher education, and corporate affairs. Most recently, he served as Managing Director of State and Local Government Affairs at United Airlines, where he led legislative and corporate engagement across 12 states in the Southeast, including Texas.

In this role, Darrin made an impact in shaping United’s policy initiatives, advancing the company’s business interests and fostering strategic relationships with stakeholders. From shepherding approvals for multi-billion dollar construction projects to establishing new international routes, Darrin has been pivotal in managing state and federal affairs, including policy issues spanning aviation, transportation, water resources, environment, trade, cyber, labor, concessions, and security, while overseeing political contributions, compliance, and engagement with trade associations and elected officials. Darrin also coordinated United’s work with influential community organizations such as the U.S. Conference of Mayors, African American Mayor’s Association, Republican Governors Association, and the Houston Food Bank.  

Before his successful tenure at United Airlines, Darrin had a significant career in public service. In 2012, he was appointed to head the newly created Office of Governmental and Community Relations at the University of Houston System. As Executive Director of Government & Community Relations, Darrin oversaw interactions with elected officials, administrative agencies, and community organizations during a period of unparalleled growth for the university and its system. Darrin played a key role in securing millions in federal and state funding, shaping legislative agendas, and strengthening the university’s relationships with policymakers and community leaders from Houston to Austin.

Earlier in his career, Darrin held leadership roles within the City of Houston, serving as Deputy Chief of Staff and Director of Intergovernmental Relations under Mayor Annise Parker. In these roles, he managed state and federal affairs, public policy formation, and represented Houston on inter-local issues. He also led the city’s involvement in key organizations such as the Houston-Galveston Area Council (H-GAC), Texas Municipal League, and the Greater Houston Partnership (GHP). Additionally, Darrin served as Deputy Director of Government Affairs under Mayor Bill White, advising on legislative and regulatory matters at all levels of government.

Darrin is recognized for his extensive strategic experience in government relations and public policy and has built trusted relationships with government officials and community leaders across sectors. He has been active in multiple public policy discussions and crisis communications efforts, helping lead initiatives that shaped the legislative landscape.

Darrin has also served in a variety of community-focused roles. He has been involved in civic organizations and has led local efforts to improve governmental transparency, efficiency, and public engagement.

Proudly calling Texas home, Darrin holds a Bachelor of Science in Political Science from the University of Houston and is a veteran of the U.S. Army. He is the proud father of four children and continues to stay active in his community, serving on various boards and committees.
